How to File a CCRD Complaint
The Colorado Civil Rights Division (CCRD) investigates discrimination complaints filed under the Colorado Anti-Discrimination Act (CADA).
What Is the CCRD?
The CCRD is the state agency that enforces anti-discrimination laws in employment, housing, and public accommodations in Colorado.
Protected Classes Under CADA
- Race, color, national origin
- Sex, gender identity, sexual orientation
- Disability (physical and mental)
- Age (40+)
- Religion
- Pregnancy / parenthood status
- Marital status
Step 1: Determine If You Have a Claim
- Did discriminatory action occur within the last 300 days?
- Was it in employment, housing, or a public accommodation?
- Did it involve a protected class?
Step 2: Gather Your Evidence
Before filing, collect:
- Employment records, pay stubs, performance reviews
- Written communications (emails, texts, letters)
- Witness names and contact info
- Termination or disciplinary notices
- Timeline of events with specific dates
Step 3: File the Charge

Step 4: Investigation Process
- Charge accepted -- CCRD assigns an investigator
- Respondent notified -- employer/landlord has 30 days to respond
- Mediation offered -- free, confidential, voluntary
- Investigation -- interviews, document review (120-180 days)
- Determination -- "Probable Cause" or "No Probable Cause"
Step 5: After a Determination
If Probable Cause:
- Conciliation/settlement attempt
- If no settlement: CCRD may file civil action or issue Right to Sue letter
If No Probable Cause:
- You receive a Right to Sue letter
- You have 90 days to file in state court
Federal Dual Filing
CCRD has a worksharing agreement with the EEOC. Filing with CCRD automatically cross-files with EEOC for federal claims.
